The $5.8m project includes a community hall and two meeting rooms with kitchen facilities, a youth annex with self-contained facilities and a separate children's centre with a large play area.
The state-of-the-art centre will cater for the whole community and be managed and run by Holroyd City Council.
The centre will be known as the Allan G Ezzy Community Centre after the former Holroyd councillor of 38 years.
"The facilities at the community centre are top class and will be a great asset to the local community in Pemulwuy. The centre as a whole will offer a range of services to the local community with the children's centre providing muchneeded long day pre-school and out of school hours care for local parents," said Holroyd Mayor Ross Grove.
"The centre named after Allan as a gesture of thanks for all of his hard work and dedication over the years as a councillor and active member of the local community. He is very well thought of at the council and indeed in the area so it's only right that we should recognise his services to the community in this way."
Section 94 developer contributions play a crucial role in enabling Council to build new facilities that will benefit our communities now and in the future."
The centre is due to open to the public in April.
